Says Green Party environment spokesperson Ruthi Brandt: "For the third year running we have seen City recycling rates stagnate below 45% (county average is 59%). What we need is more concerted education and incentive schemes (such as the Blue Bin Recycling League - an idea from the Greens) and a long term commitment to 'zero landfill'"
